1. Cherish opportunities for dialogue, get daily life of the society back on track
Occupy Central movement which began on 28 September 2014 has called on thousands of protesters to block roads and paralyse Hong Kong's financial district. I hope both protesters and the Government can cherish the opportunities for dialogue, in order to find a solution to the political impasse and get daily life of the society back on track. If the protests in the streets are prolonged, Hong Kong will pay a heavy social price and our rule of law and economy will be severely damaged. 

2. Panels and Subcommittees Chairmen election of the 2014-15 Legislative Session
The 2014-15 Legislative Session began on 9 Oct with the election of chairmen and deputy-chairmen of various panels and subcommittees. The whole pan-democrats camp joined the Public Works Subcommittee (PWSC) and the Establishment Subcommittee (ESC) at the last minute to outnumber others and gained chairs and deputy chairs of the two subcommittees, despite over the years there has been coordination among different political parties to alternate chairmanship of LegCo panels. Engineers I recently met are worried that politics take precedence over profession, adversely affecting people’s livelihood. They are concerned that with the pan-democrats taking control of PWSC and ESC, government funding applications may be blocked, delaying public works and paralyzing government operations. 

In this new session, I am elected deputy chairman of the Panel on Information Technology and Broadcasting.

3. Land for Science Park Phase 4 development rezoned to residential use
At Pak Shek Kok, a piece of 8 hectres of land was originally reserved for Science and Technology Park Phase IV expansion, as in the OZP approved by the Town Planning Board in October 2013. However, the Government wants to rezone it to residential use. I have expressed my concern to the authorities through various channels, pointing out that urban planning must consider the overall livelihood and economy development, and must also take into account the balance of different policy objectives. I urged the administration to listen to the voices of the engineering and technology sectors, and to retain the land for future development of Science Park, especially since the Government has been promoting innovation and technology as new grow engine for Hong Kong. Despite of these strong voices, the Town Planning Board approved the rezoning on 10 October 2014. 

4. Railway Development Strategy 2014
The Government announced new Railway Development Strategy on 17 September 2014. The seven new railway projects to be completed before 2031 are the Northern Link & Kwu Tung Station, Tuen Mun South Extension, East Kowloon Line, Tung Chung West Extension, Hung Shui Kiu Station, South Island Line (West), and North Island Line. The expansion will enable our railway network to cover areas inhabited by 75% of the population and 85% of job locations.

5. Airport 3-runway system project wins conditional approval
The Advisory Council for the Environment (ACE) approved the airport 3-runway system plan on 15 September 2014 with 24 conditions and recommendations. The Airport Authority must meet those conditions for the ACE to recommend to the Director of Environmental Protection the issuance of environmental permit for this project. 

6. LegCo Panel on Development visits the proposed site for the re-provisioning of the Harcourt Road fresh water pumping station 
The Legislative Council Panel on Development visited on 7 October 2014 the proposed site for the re-provisioning of the Harcourt Road fresh water pumping station on the slope near the Central Fire Station on Cotton Tree Drive. The purpose of the visit is to understand the justifications for relocating the Pumping Station to the site and the measures that the Water Supplies Department would take on tree protection and heritage preservation especially concerning a section of an old stone wall, which is not a very stable structure from my observation. 



7. Delegation to Beijing
I led a delegation of the Hong Kong Professionals and Senior Executives Association (HKPASEA), of which I am the current President, to visit Beijing between 27 and 30 September 2014. During our stay in Beijing, we visited the Ministry of Science and Technology, the National Health and Family Planning Commission, the United Front Work Department and the Ministry of Foreign Affairs. This visit has deepened our understanding on social affairs, economic development, and foreign policy of the Mainland. 



8. Delegation to Shanghai
I joined delegation of the Business and Professionals Alliance for Hong Kong (BPA) to Shanghai on 25-26 September 2014. Participants visited the United Front Work Department of Shanghai, the Shanghai Stock Exchange, the Pilot Free Trade Zone, and the Shanghai Equity Exchange. The delegates had a fruitful exchange of opinions with local organizations and had a better understanding on the issues such as “Shanghai – Hong Kong Stock Connect” and “Free Trade Zone”, which offer opportunities for further economic co-operation between Hong Kong and Shanghai.
